Get a visa to China in Mongolia

I'm brazilian and also have a Portuguese citizenship, and I live in the UK. I'm planning visit China next year for at least 3 months. I go to China from Mongolia. Which passport could be easier to get it? Could I apply in Mongolia?

Both Brazilian and Portuguese passports are ok for application. But it is too early to apply now (a single entry tourist L is valid for 3 month only from issue date). And to apply in a third country is not recommended unless you reside there. So, it is better for you to apply in the UK.
