What happens to the packages that get sent to customs?

I have a package that according to tracking show that it was being dispatched from Fuzhou Thu, 13 Feb 2014 10:15:00 GMT. Do they just keep the package? Is this legal?

Chuck, the customs won't have your package. Once they find that your package should be taxed, they will inform of the sender. It's been nearly two months. I am afraid that your parcel might have lost already if you didn't have it.
