where is my item?

my tracking number is RB223178727CN but its been in the null state for a long time. the web site that i bought it from said it would take about 7 days to get here in U.S its been longer than 7 days.It was ship out on 3/12/20014 i paid with paypal should i start a disput and try to get my money back.
