Tourist Visa from UK

Hi
I am intending to apply for Tourist L for China from UK as I'm resident here for last 6 years but do not hold British passport. I have been told by Chinese Consulate that they do not issue Tourist L to Pakistani passport Holders here in UK. Please advise why is that and what should I do
