Can I see the the Yuanmingyuan ruins in Beijing at the moment (March 2014) and where are they in the park?

Yes, you can see the park during that time.
Some recoverary scenery and shows can be seen inside the park such as the Winter Palace, the Garden of Eternal Spring, Elegant Spring Garden Zone and so on.
