Tourist visa for Canadian living in Russia

I'm a Canadian living in Russia, and have permanent residency here. Can I apply for a tourist L through an agency, without going to the consulate in person? Or by courier? (I live far from any consular offices.)

Thanks!

You can apply through a travel agency or soneone else you know on your behalf if you can not visit the consulate office in person. As I know, mailed application is not acceptable.
