Yes, the luggage storage service is available at the T3. You can find the sites at the East and West of public space of Arrival Hall at 2nd foor of T3-C! Here is the charge rule:
For a baggage with length + width + height 200cm: 50 RMB/each baggage per day
Electronic password locker : Charge is based on locker’s size and service time.
