It seems that You may have fallen victim to a scam / fraud.
You should have tried to contact your payment institution (PayPal, Credit card, Bank etc) to see if they can help you locate this item, when it was not delivered two / three weeks after the normal delivery date. It is been quite a while for this item. So you may have lost the option to raise a dispute with the shipper / or the paying institutions mentioned above.
There are whole bunch of such fraudsters in China. They simply sit there to cheat people. Unfortunately due to the great distances involved in the internet commerce, it is quite difficult to prosecute such fraudsters.
