What is the best way to go from Hongkong Airport to Harbour Plaza 8 Degrees in Kowloon?

I recommend you use airport shuttle bus to travel. Take bus no. A22 at HKIA to get off at Geranium House Ma Tau Wai Estate, Ma Tau Wai Road stop. Then you can walk to your hotel in a few minutes!
