About:China Visa on Arrival
If i get voa from shenzhen luohu and exit china from guangzhou will there be any problem?

No, this is not allowed. VOA is for Shenzhen only, you can not use it to enter Guangzhou. In your situation, you need to apply for a full Chinese visa in advance.1
