Taxi from Beijing Airport to Xicheng District

I am curious if taking a taxi at about 1:30pm from the airport to the Xicheng District area is a good idea? I am curious about cost and the potential for getting held up for a long time in a potential traffic jam due to high volume? Is that timeframe typically a high traffic time? Is it better to take the subway system? Thanks for your help with this!!
