Is there a good and reliable prepaid mobile phone SIM card with internet? What is the cost and how are the charges like?

Yes, there is. I recommend you use the SIM card of China Mobile and it generally costs CNY100 for a new card. They have many call & internet access packages and charge differently! I suggest you go to one of their service office to consult more!
