The police clearance should be obtained from the HK Police Force. In fact, you can email your application to them. Here is the contact info:

Hello Sir/Madam, how to obtain police clearance from Hongkong embassy in Manila Philippines, i left Hongkong
i lelt Hongkong 12 years ago, and all my documents to proof that i have been worked in hongkong has been washed out by flood. Please Sir/ Madam i need your help. Thank you so very much.
