Is it a good time travel Taipei in September ? Pls advise, thanks you!

No, it isn't. It will be very hot and wet during Sep. More importantly, it is during the typhoon season then. Well, I suggest you change your plan to Oct. or Nov.

Yes, it will be during the rainy season. Therefore, if you travel then, umbrella or other rainy gear shall be necessary!
