I am planning to visit Chengdu in last week of March. Is it ok to visit Jiuzhaigou in March

It is ok to visit, but it is not the best time to visit that place. It is suggested to look at the weather forecast a few days ago, because it is still a little bit cold for that valley. During your preparation, the thick coat is still needed.
It is less crowded in that time.0
