Hi I am russian citizen visiting Singapore and want to apply for China visa here

I am russian , my friend from China invite me to visit her , but both of us are not so sure how to apply here. Pls advice, Should I go with some travel agency here in Singapore and list of documents I need / fees ?

You have to show PR, WP, EP, STP, DP or SVP for application. If you do not have any of those documents, you can not get one there.
