It's not allowed to bring more than 5000 USD in cash. You should suggest your boss carry just some cash and deposit the rest into a debit card or traveler's cheque. When he comes to PRC, he can withdraw the money from the ATMs. And it's inevitable that he needs to pay a certain amount of money as handling fee every time he withdraws his money.

If he force to bring that cash, is there any other way to help him?
For sure, he must fill the declaration form, right? Is it enough to fill that form? Thanks for your assistance.

Yes, he should sign the form and declare to the customs. But I don't know how the customs deal with him.
