Can a foreigner working in Myanmar apply for a Z visa here?

Can a foreigner who is currently working in Myanmar submit their documents to apply for a Z to go work in China at this embassy in Myanmar? Does anyone know if this embassy will accept Z applications from non-Myanmar citizens?

If so, does the embassy require any additional documents (like a residence permit for Myanmar, perhaps)?
