to authenticate copy of marriage cert

Question

Dear Officer, my Country Director from Hong Kong has been approved by Immigration Dept to work as a CD. He came with his wife and brought their copy of marriage cert as proof of marriage when submitting for her dependent pass.  However the marriage cert required to be certified as a true copy by the Immigration Dept.  Can I get it authenticated by the Chinese Embassy/Consular office in KL without bringing the original cert as the original cert is in Hong Kong.
