why does horse not have luck in its own year?

the reason I want know this because my mom is a horse and she been having challenging situations her car breaking down and acting losing her job trying tp find another and getting licensed suspended its 2014 year of the horse  I thought people were suppose to have great fortune in their own year,s not bad fortune bye her bday is 10/17/66

As I know, according to Chinese astrology, people may not feel good in their own year and bad luck usually come in this year. For your mom, the fortune is changeable. Later she may get some help from other people, but she still need to try her best, so that the bad luck can be overcome.
