why does horse not have luck in its own year?

the reason I want know this because my mom is a horse and she been having challenging situations her car breaking down and acting losing her job trying tp find another and getting licensed suspended its 2014 year of the horse I thought people were suppose to have great fortune in their own year,s not bad fortune bye her bday is 10/17/66
