I have my brother studying in Tianjing & my parents wish to visit same

As mentioned above my parents wish to see my brother's college and travel china. Well i wish to know that their visa processing. Also should they be available in person for the same or i can work on their behalf? I live in Maharashtra is their any office herein do perform the same
