About:Chinese Embassy in Philippines

We are Americans living in Guam and nearest consulate is in Manila, can we apply for visa in Manila?

We have expired ones issued in Manila before and the nearest consular office in the US is in LA, California and will take 3 weeks.

According to Chinese embassy in Philippines, foreigners who plan to apply in Philippines must provide valid certificates or proof for employment, work or study. Otherwise, they should apply for Chinese visas in their own countries. So I think you should apply in the USA.
