About:72-Hour Visa-Free Transit

72-hour Visa-free Transit Shanghai, ok to transit to Hong Kong?

Is it ok to use the free transit by going from Stockholm to Shanghai and leave to Hong Kong within 72 hours. Main question is if Hong Kong is considered as ok transit country. Leaving from Hong Kong to Stockholm so no problem there.
