latvian citizen wants a visa to china

Hello!

Is it possible without attending china embassy? Can i do it in some travel or tourist places near krabi or phuket? Appreciate soon answer.
And do i need to show flight ticket out of China, or i can buy it after application? I mean in case i dont get one, it would be stupid to have flight ..
