About:72-Hour Visa-Free Transit

Do I need a transit visa,and when do I apply for it?

Iam Zimbabwean.I wish to travel to the Phillipines,with 14 hours of stop-over in Hongkong. Is it before I leave or after arriving at the airport.

You needn't apply for it because you enjoy 90 days free access to HK with your valid passport.
