can you tell me the best way to get from Taipei airport to Shui nan Rd, Taichung

From the airport, you can find the direct shuttle bus for Taichung, so you can take those buses operated by Kuo-Kuang Motor Transportation Company Ltd. to reach Taichung. Then you can take a taxi to where you want to go.
