Hi. is it possible to visit TGL then Baishui Terrnace on the way from Lijiang to shangrila?

It is impossible to travel both of the places in one trip.
You may need to travel from Lijiang to TGL and then Shangri-la. Then go to the Baishui Terrace on the back way to LJ.
