when to apply for tourist visa

Our cruise departs from Vancouver,US on September 12,2014. We suppose to come to Beijing/Tianjin 0n October 7,2014 and leave from Shanghai/Baoshan on October 12,2014. When would be the right time to apply in San Francisco?What are your business hours? Hi, you can apply one month before the entry date, that is to say in late August or early September. Office Hours: 09:00-14:30 Monday-Friday (except holidays)
