Hi, I am visiting Taipei and Cinging Minsu from 14 to 20 Mar, what is the temperature, it is rain?

The average temperature is around 15 to 21C during that time for Taipei and it may be a little bit cold for Cinging Minsu.
Whether it will rain or not is hard to tell in such an early time, so it is suggested to look at the weather forecast about a week before.0
