As I am planning above dates which is still within typhoon period, which will be a better choice > Hualien or Cingjing?

It will be in the end of the typhoon season, but it still may happen. And rain will happen frequently. I personally suggest you go to Cingjing. It will be quite and pleasant, especially after rainfall. What's more, this place is usually lightly affected by typhoon. I am sure you will have a good trip there.
