I have been looking for the last dates of the festival ,could not find any particular date. I guess it depends on the weather . But was wondering if going between 17th Feb - 20th Feb be ok  ?

Yes, you are right. The ending date depends on the weather. Generally speaking, it will end at around the end of Feb. During your visiting, you may still see some, but they are not good and beautiful as before.
