About:China Consulate in Houston

Tourist L for student with no parent passport

I have a student who is preparing to accompany a group of mine to China in March. He doesn't have a parental passport to copy (I read that the information page is necessary) and his current guardian isn't able to get one. What can I do to get him the visa? It is a student group with an educational tour group.
