Does a US Citizen w/ invitation letter need to go through a travel agency?

Hello,
I'm interested in getting a 1 year, multiple entry visa to China. I am a US citizen living and working in Japan for 5 more months. Do I still have to go through a travel agency or can I apply directly through the embassy in Roppongi?
Thanks!
Linda
