Chinese New Year ends?

I ordered a dress from a Chinese dress store on eBay and the lady I'm ordering from told me my package can't be sent out until February 10th because post offices are closed. Is this true? Or am I being scammed

Yes it's true. Now it's Chinese new year festival, though some of the post office is still open, they may stop delivering packages during the holiday.
