About:China Work Visa

can i go to china on a tourist L & then obtain a work visa when i get there to start working?

or do i have to get a work (Z) in the states in order to go to work in China?

No, changing L to Z in mainland PRC is not allowed now. You need to get an offer and relevant documents first then apply for work Z directly in US.

Ok. Is it possible for the company that I am being hired by to provide me with a work Z when I arrive?

No, it is impossible. Visa can only be issued outside of China by Chinese embassy or consulate.
