If I maintain a permanent residence in China, do I require a working visa?

Do you mean you own your own house in PRC? If so, you still apply for the Z type if you plan to work in PRC. If you hold permanent resident permit, then you needn't apply for a Z type. However, it's too difficult to acquire the permanent resident permit even you meet all the requirements.
