How to go to Tsim Sha Tsui from HK Airport? Which is better taxi or MTR or BUS?

It is suggested to take the bus line A21 to reach Tsim Sha Tsui area directly and the ticket fare is around 33HK$.0

By the way my arrival is around 5-6am, is there any bus A21 on that timing?
A21 bus also can use the octupus card?
And i would like know if the MTR interchange at HK need to walk to reach the other line? or just a opposite only?
