how to obtain a tourist visa for china.

Question

Hello,  I am a US citizen and I live in Albania.  I wish to visit China on a tourist L.  Would apply through the Chinese Embassy in Tirana or would I have to apply a different way?

Do you have proof of legal stay or residence status in Albania? if yes, you can apply Chinese tourist L there. But if not, I am thinking you may have to apply in your home country.
