Hi, you can try to apply from the Commissioner's Office of the Ministry of China Foreign Affairs in HK, or find yourself a powerful travel agency if necessary. Although as I heard that the Office now only accept applications from HK resident, it is worth a try.
Address: 3rd Floor (Visa Section) & 4th Floor (Chinese Travel Document Section), China Resources Building, 26 Harbour Road, Wanchai, Hong Kong SAR
