we go with 2 adults and 3 children (under 8 years) + 2 luggages from HK International Airport to Kwun Tong. Whether the taxi is allowed and how about the cost ?

Yes, there are many taxis in HK with the accommodation of five passengers. As long as your luggages are not huge, it will be fine for you to share a cab. The cab fare is 270HKD and you may need to pay 5HKD for each luggage.
