About:Student Travelers to China

Is it possible for a foreign student to get a Visa/Master card from one of the chinese banks.

Of course it is possible. Just show your valid passport and visa and you will succeed in having a bank card.

But my bank declined to give me a VISA Card because i'm a student. They said we have to work here or cosign our agreement with a native chinese, who as property...

Oh, I see. It is generally very easy to get a debit card for you, but for credit card, they may be more strict. As you are a student, you have no income, so they are afraid that you cannot timely pay off.
