About:Harbin Ice Festival

I have reserved a flight and a hotel room for arrival Saturday, January 25th. Can I buy in advance tickets tickets to Ice and Snow World and Zhaolin Park for Sunday, January 26th?

Also, is this New Year's Festival prices?
Can I make reservations for a Russian restaurant for dinner?

Generally, it will be fine to buy the ticket of the two attractions on the spot. If you wanna book, you can ask your hotel to help with that as well as a Russian Restaurant reservation. And as I know, the tickets on the above table is the latest price for these attractions.
