will be travelling to Taipei on 31-1-14

just back from taiwan and its very cold. will be going there again end of the month. what is the temperature of taipei during begin of Feb? will it be cooler than last december or almost the same?

The average temperature is around 15 to 20C in that time and it is a little bit warmer than the last Dec.
