About:China Tourist Visa

My brother is living in china as a graduate student i want to visit him

I live in Dubai and i wanted to visit my brother, i asked him to send me an invitation letter with full details, got myself a round trip ticket and completed all the documents, when i went to the embassy they rejected my invitation letter saying it has to be issued from the local Chinese government or else i cannot get one of any type, even not L type, But the Chinese government said to my brother that for one you need an invitation letter from us and second even if you do want it we cannot issue one to you , Only if you are a government official then only, please tell me why are they doing this ?

It's strange. If you plan to apply for a L, an invitation letter from your brother and a copy of his resident permit and passport information page are enough. Or you should provide round-trip air tickets and hotel booking in PRC. I read the requirements on the official website of Chinese embassy in UAE, which are the same as I said above.

The strangest thing happened after they rejected my application, My brother failed to get the letter from the government so he asked his university to issue one for me, And his university issued an invitation letter stating that i was invited to their university to meet my brother who is graduate student there, and the embassy even rejected the letter from university that i provided:( I am so angry now i returned my ticket and cancelled my vacation.
