About:China Visa Application in UK

When getting letter of invitation, can a permanent resident of Hong Kong be an inviter for China?

If you visit mainland China, I am afraid that the invitation letter from the guy who has PR in HK doesn't work. It should be sent from a Chinese citizen or a foreigner who stays in mainland China.
