Residence permit issue

I found myself in a weird situation.i m out there in china with a work permit but no residence permit. They have rejected my application at the police station.im not sick no criminal background nothing at all.how to solve this issue? Im now on a M visa and thinking of solving this issue.but i really do not know where to start
