if i fly into Pudong airport and depart 14 hours later from Hongqiao airport do i require a visa?

May I know which country are you from? Anyway, if you are among the 51 countries which are qualified for the 72h free-visa transit, you don't need a visa.

i am from Australia, we are not sure weather we require a visa because we have to transfer airports?

Although you are going to transfer airports, you don't need a visa either, as both Hongqiao and Pudong Airports are in SH city. Just tell your request for a transit permit to your airlines in advance and then you will easily get that upon landing.
