Is the Beijing package tour program included accomodation and transportation fees?

If you are referring to the tours arranged by TravelChinaGuide, yes, generally the fare for accommodation and transportation (if only in BJ city, they will rent a van for you) is included. I used their service to have visited many cities of China.
