status null delivery in delaythe tracking number is :rb810599118cn

Question

Hello, My order RB810599118CN is in delay and in the tracking tab I see that this pack has been first in Hangzhou, after that in  and than again in  Hangzhou. The status of othe order is NUL and location is  31002400. Please can you explain me what is the problem with this delivery, because there is almost a month having this status.Regards
