Chengdu-Thailand through another Chinese city, will I still be able to apply for the Chinese visa waiver permit in Chengdu?

I am planning to fly to Chengdu and stay there less than 72 hours and then fly to Thailand. However, the only ways to fly from Chengdu to Bangkok seems to be through another Chinese airport.
